You need register a demon first. No ninja can preduce red chakra unless you have a demon or you are in the Uzamaki bloodline.
If you would like to have this move it will be yours under one condition.
You should make a demon, be original, and register it in the bloodline section.
Be warned chidori can only used about 2 times, 3 time it probaly will fail.
The demon chakra that you will use for ultimate chidori will probaly your last move for that day so be carefull.
